They could have spent many, many tax dollars and years protecting two L.A. reservoirs, or they could just dump in 400,000 black balls.

Clever idea.

I wonder, why black balls, rather than white? I would think black balls would raise the temperature of the water by absorbing the sunlight -- is that a good thing?
